What does the Philippine Teachers Professionalization Act of 1994 Actually Say?

The professionalization of our teachers is a Republic Act crafted and passed by the Philippine Senate and the House of Representatives, and approved by the President, dating back to 1994.

The full title says that it is “AN ACT TO STRENGTHEN THE REGULATION AND SUPERVISION OF THE PRACTICE OF TEACHING IN THE PHILIPPINES AND PRESCRIBING A LICENSURE EXAMINATION FOR TEACHERS AND FOR OTHER PURPOSES”.

By the title alone, we can see that the government emphasizes the value of two things, mainly: (1) the regulation of the practice of teaching and (2) the licensure examination itself. It is true that these two are major considerations when it comes to protecting the integrity of the teaching profession, as well as safeguarding the quality of learning that the educational system upholds.

On the other hand, this is what the Section 2, Statement of Policy, says:

The State recognizes the vital role of teachers in nation-building and development through a responsible and literate citizenry. Towards this end, the State shall ensure and promote quality education by proper supervision and regulation of the licensure examination and professionalization of the practice of the teaching profession.

The Statement of Policy says the same thing as the title in its second half. But for the first half, it recognizes the role of teachers in nation-building and development.
